Example full height image of surfer in Hawaii made with Canon 70-200 f/4 L IS + Canon 2x III extender on a Canon 1D Mark IV camera, 1/1250 second at f/9. Image slice is right of center. Notice the flair on the specular highlights. There is no sharp plane of focus. The specular highlights are pinpoints (showing no movement problems) with flair coming off in multiple directions. The 70-200 f/4 L IS + 2x is not a great combination. Better to get a longer focal length lens if you need the reach. In a less extreme environment, this might do in a pinch and might be sharpened (with deconvolution, not unsharp mask) but I do not recomment it.
The 70-200 f/2.8 L IS II takes TCs much better, but is a much heavier combination.
